When you actually need a printed photo
Passport Seva Kendras and Post Office centres take your photograph themselves, so you do not bring one. A printed photo is needed for paper forms submitted at a District Passport Cell, a Speed Post centre or a citizen service centre, and for many other forms that ask for a passport-size photo.
Printing the sheet correctly
The 4 x 6 inch sheet holds 8 photos and A4 holds 30. The booklet says computer prints are not accepted, so have the sheet printed on photo paper at a lab, at 100% scale. The A4 sheet includes a 50 mm line to check the scale.

What is the passport photo size in India?
The instruction booklet gives 4.5 x 3.5 cm, that is 35 mm wide and 45 mm tall. The digital file here is 413 x 531 pixels, which prints at exactly that size at 300 dpi.
Is 2 x 2 inch correct for an Indian passport?
No. Two by two inches is the United States size. The Indian booklet asks for 4.5 x 3.5 cm.
Can I wear glasses in the photo?
The booklet does not ban glasses; it asks you to avoid glare on the lenses. It also recommends dark clothes against the white background, which keeps the outline of your face clear.
