Why can the text no longer be selected?

To reach a fixed size, each page is redrawn as a JPEG image. That is what makes a hard size limit reachable, and it is why the text layer is not kept.

Can it make a PDF bigger?

Only by redrawing pages at a higher resolution or quality. It never pads a file with junk data to reach a minimum size.

How do I compress a PDF to 100 KB?

Choose "Under 100 KB", add the file and press Make the PDF. One or two scanned pages usually fit at a readable resolution; a long document may need pages removed or split into separate uploads.

Why is the text in the new PDF not selectable?

Each page is saved as a JPEG image, which is how a fixed size becomes reachable. Upload portals only need to display the page, so this rarely matters, but keep your original file for anything else.
