How many pages fit in 100 KB
Busy colour scans take far more space than clean black text on white. Turn on black and white and "Whiten the paper" for certificates and mark sheets; the size drops and the text usually reads better. If the resolution falls under 100 dpi, the result warns you.
From phone photos to a 100 KB PDF
Add the photos in page order, rotate any that are sideways, and keep A4 as the page size. Each photo is fitted onto its own A4 page, which is what most portals expect when they ask for a scanned document.
