Is it quicker to say what to remove or what to keep?

Does deleting pages actually make the file smaller?
Yes, and usually far more than any compression tool. The content of those pages leaves the document entirely, so if size is the goal this is the first thing to try.
Is this the same as redacting?
No, and the difference matters. Removing a page removes that page, but it does nothing about sensitive text on the pages you keep. Drawing a black box over words does not remove them either — proper redaction needs a dedicated tool.
Why can I not remove every page?
A PDF must contain at least one page to be a valid file. A selection covering the whole document is blocked with an explanation before anything runs, rather than producing a file nothing can open.
